Unemployment is one of the three macroeconomic goals in VCE Economics Unit 3 AOS 2. Q1: Define unemployment and explain how it is measured in Australia.

Unemployment refers to people aged 15+ who are actively seeking and available for work but do not have a job. The unemployment rate = (unemployed / labour force) x 100. The ABS measures unemployment monthly through the Labour Force Survey. The participation rate measures the proportion of the working-age population in the labour force.

Q2: Describe the four main types of unemployment.

1) Cyclical — caused by a downturn in the business cycle (insufficient AD). 2) Structural — mismatch between workers' skills and available jobs. 3) Frictional — temporary, while people transition between jobs. 4) Seasonal — regular seasonal fluctuations in labour demand.

Q3: What is the natural rate of unemployment and full employment?

The natural rate of unemployment (NRU) includes structural and frictional unemployment but NOT cyclical. Full employment means the economy is at its productive capacity with no demand-deficient unemployment — not zero unemployment. In Australia, the NRU is estimated at around 4-5%.

Q4: What are the economic and social costs of unemployment?

Economic: lost output (GDP below potential), lost tax revenue and increased welfare spending, skills atrophy. Social: reduced living standards, increased poverty and inequality, crime, health issues, social exclusion.

Q5: What is underemployment and hidden unemployment?

Underemployment: workers have jobs but are working fewer hours than they would like. Hidden unemployment: people who have given up looking for work (discouraged workers) — not counted in the official rate because they are not in the labour force.
